The building was designed to be the new head office of the KNCU (Kilimanjaro Native Cooperative Union Ltd.), to replace the old offices along Arusha Road.
Primary functions of the KNCU were to collect food and cash crops (mainly coffee), supply fertilizer, seeds and agricultural equipments as well as providing funds and banking services to ensure the social and cultural well-being of its members.

Severe and closed on the outside, and open and joyfull on the inner side; the building is witness to its social functions and in particular to its use as a private club, fitting into a closed urban block.

Near the city centre, the Central Library was built serving the city of Dar es Salaam. Because it was the first library of Tanzania, it is also the National Library for the whole country, housing all printed items on legal deposit. It is also the administrative headquarters for the national wide public and school library services.
